Good news for home owners in Bihar who want to put solar panels on their roofs. The Bihar Electricity Regulatory Commission has approved a proposal that removes two charges that used to slow people down: the application fee and the meter testing fee.
Commission chairman Amir Subhani and member P S Yadav gave the green light to this plan. The South and North Bihar Power Distribution Companies had jointly asked for this change, and now it is official.
Why This Matters
The goal behind this move is simple: get more homes to join the PM Surya Ghar Free Electricity Scheme. When you remove paperwork fees and testing charges, small residential consumers save money right from the start. Fewer charges mean fewer reasons to say no to solar.
Think about it this way. You already spend money on panels, wiring, and installation. Extra fees for applications and meter checks just add friction to a process that should feel easy. Removing them is like skipping the toll booth on a road you were already going to drive on.
Who Pays For This?
Here is the interesting part. The power companies will lose some revenue since they can no longer charge these fees. But they will not bear this loss alone. The Ministry of New and Renewable Energy will cover the gap through an incentive budget of Rs 4,950 crore.
The ministry believes this step will speed up its bigger target: connecting one crore homes across India to solar power. Removing small charges at the local level can make a big difference at the national level.
The Subsidy You Can Still Get
Beyond the fee waiver, the scheme also gives you a subsidy for installing a grid connected solar system. For a 3 kilowatt system, you get Rs 78,000 in total support. Here is how it breaks down:
- First kilowatt: Rs 30,000
- Second kilowatt: Rs 30,000
- Third kilowatt: Rs 18,000
Add the fee waiver on top of this, and the numbers start to look attractive for anyone thinking about switching to solar.
How Bihar Is Doing So Far
Bihar has received 80,904 applications under the PM Surya Ghar scheme. Out of these, 23,295 consumers already have grid connected solar panels on their roofs. This has helped 23,928 families benefit from the scheme.
The state government has also started work on a plan to install free grid connected solar systems for 2.5 lakh Kutir Jyoti consumers. This shows that the push for solar is not just talk. It is happening on rooftops across the state right now.
What Used To Cost You Money
Before this decision, if you wanted to install a grid connected solar system, you had to sign an agreement with the power company on a Rs 1,000 stamp paper. That cost fell on you, the consumer. The new decision removes this charge completely.
There is also a meter that counts the units of electricity your solar panels produce. Agencies test this meter at an MRT lab, and this testing came with its own fee. Under the new rule, MRT labs will no longer charge agencies for this testing either.
